February began with the governor’s annual state budget address before a joint session of the General Assembly on Tuesday, Feb. 5. His proposal is not a final product, but rather, signifies the start of the budget-crafting process. During my years as a state representative, I have never seen any governor get everything he asks for in his address. The negotiations have just begun, and now the House and Senate Appropriations committees are meeting with each state agency to better determine their needs for the upcoming year.

Every year, I take special time out to recognize and thank our servicemen and servicewomen. We wouldn’t enjoy the same freedoms and everyday luxuries that we have in this country if it weren’t for their selfless service. This year, my annual Veterans Breakfast was held on Nov. 9, at the Spring Garden Reception and Conference Center. We had a great turnout, with more than 280 veterans in attendance. I always enjoy spending time with my fellow vets. We put together a video with highlights from this year’s breakfast, and it’s available at my website, RepPayne.com. Following my Veteran’s Breakfast, I made my annual trip to the Fort Indiantown Gap National Cemetery, where I assist with the flag-lowering ceremony. The Avenue of Flags is a presentation of more than 300 interment flags that line the avenues of the cemetery. The flags have been donated by families whose relatives were entitled to military honors at their funeral. Each fall, we take down the flags for the winter, and on Saturday, May 4, 2013, at 9 a.m., we’ll put them back up. If you would like to assist with the raising of the flags, please contact my Hershey office at 534-1323.
